This pattern says the result stays the same whatever the conditions: "no matter…", "whatever…".
Key point: what follows 无论/不管 must contain an open choice: a question word (谁、什么、怎么、多…), an alternative (A 还是 B) or an A-not-A form. Never a plain statement.
无论 is more formal (written), 不管 more colloquial. 都 (or 也) is required in the second clause.
Examples
无论遇到什么困难，我们都不会放弃。
Wúlùn yùdào shénme kùnnan, wǒmen dōu bú huì fàngqì.Whatever difficulties we meet, we won't give up.
不管你去还是不去，都要告诉我一声。
Bùguǎn nǐ qù háishi bú qù, dōu yào gàosu wǒ yì shēng.Whether you go or not, let me know.
无论多晚，妈妈都会等我回家。
Wúlùn duō wǎn, māma dōu huì děng wǒ huí jiā.No matter how late it is, Mum waits for me to come home.
不管天气好不好，他都去跑步。
Bùguǎn tiānqì hǎo bu hǎo, tā dōu qù pǎobù.Whether the weather is good or not, he goes running.
Common mistakes
✗ 不管天气很好，他都去跑步。 → no open choice! → ✓ 不管天气好不好 / 不管天气怎么样。
✗ 不管你去或者不去 → in this alternative use 还是: ✓ 不管你去还是不去。
✗ Dropping 都: ✗ 无论多晚，妈妈会等我 → ✓ 妈妈都会等我。
