鉴于 ("in view of, considering that") introduces a situation that justifies a decision. Administrative and legal register: official notices, rulings, reports.
It takes a noun phrase or clause, always sentence-initial; the main clause announces a measure (决定、规定、建议、有必要…): "In view of…, it has been decided…".
