从……来看 sets out the basis of a judgement (a figure, a fact, an angle) and then draws the conclusion after the comma: 从数据来看, 从这个角度来看, 从他的成绩来看. Think "judging from…", "from the point of view of…", "looking at…". You will also meet 从……来说 and 从……看.
It is reasoning backed by something concrete. Do not confuse it with 在……看来 (a person's opinion: 在我看来), 对……来说 (for whom something is true) or 拿……来说 (an example taken to illustrate).
Neutral to formal register, very common in reports, articles and meetings; the conclusion follows directly, with no 所以.
Examples
从天气来看，明天可能要下雨。
Cóng tiānqì lái kàn, míngtiān kěnéng yào xiàyǔ.Judging from the weather, it may rain tomorrow.
从他的成绩来看，他完全可以考上好大学。
Cóng tā de chéngjì lái kàn, tā wánquán kěyǐ kǎoshàng hǎo dàxué.Judging from his grades, he can easily get into a good university.
从这个角度来看，失败也可能是一件好事。
Cóng zhège jiǎodù lái kàn, shībài yě kěnéng shì yí jiàn hǎoshì.From this angle, failure can be a good thing too.
从最近三个月的数据来看，这家店的生意越来越好。
Cóng zuìjìn sān ge yuè de shùjù lái kàn, zhè jiā diàn de shēngyi yuè lái yuè hǎo.Judging from the last three months' figures, this shop's business is getting better and better.
从调查的结果来看，大多数用户对新软件比较满意。
Cóng diàochá de jiéguǒ lái kàn, dàduōshù yònghù duì xīn ruǎnjiàn bǐjiào mǎnyì.Judging from the survey results, most users are fairly satisfied with the new software.
Common mistakes
✗ 从我来看，这个计划不错 → ✓ 在我看来，这个计划不错 (a person's opinion takes 在……看来).
✗ 从数据来看，所以我们要改 → ✓ 从数据来看，我们要改 (no 所以 after 从……来看).
