综上所述，…… opens the final sentence of an argument and gathers in one stroke everything that has just been said: “to sum up, all things considered”. It presupposes a series of arguments already set out; you find it at the head of the last part of a talk, a thesis or a ruling.
归根到底，…… digs down to the root: “at bottom, in the final analysis”. It does not summarise, it isolates the underlying cause or the essence: 人生归根到底是一个人的旅行. It can appear in the middle of a line of reasoning, in speech as in writing (common variant: 归根结底).
Compare 总之 (hsk5-g26), the light wrap-up that fits anywhere, and 由此可见 (hsk6-g07), which draws an inference from one particular fact. 综上所述 is more solemn: it is the word of a committee sealing its verdict.
